TYPES OF ASSISTANCE
	· Direct Payments for Specified Use
		Financial assistance from the Federal government provided directly to individuals, private firms, and other private institutions to encourage or subsidize a particular activity by conditioning the receipt of the assistance on a particular performance by the recipient. This does not include solicited contracts for the procurement of goods and services for the Federal government.

		FY 05 $13,857,745,000; FY 06 est $16,842,000,000; and FY 07 est $16,024,000,000.
	· Range and Average of Financial Assistance
		Amount necessary for the PHA to pay housing assistance payments and cover related administrative expenses. The housing assistance payment is generally the difference between the lower of the gross rent or the local payment standard and 30 percent of the family's adjusted income. The family may choose to rent a unit for more or less than the payment standard. When initially leasing a unit where the gross rent exceeds the payment standard, a family may not pay more than 40 percent of adjusted monthly income.
